Are PBT chemicals eligible for exemptions?

Persistent, bioaccumulative, and toxic (PBT) chemicals are a subset of toxic chemicals that must follow more stringent reporting requirements under the TRI program. Since PBT reporting requirements are stricter, is this subset of chemicals eligible for any of the TRI exemptions such as the de minimis or articles exemptions?

In 1999, EPA eliminated the de minimis exemption for PBT chemicals due to the fact that even small releases of PBT chemicals may result in significant adverse effects and can reasonably be expected to significantly contribute to exceeding the lower thresholds specific to PBTs. PBT chemicals are eligible for all other TRI exemptions.
