Are Nonlyphenol ethoxylates (NPEs) subject to TRI reporting?

Nonlyphenol ethoxylates (NPEs) are nonionic surfactants used in adhesives, wetting agents, emulsifiers, stabilizers, dispersants, defoamers, cleaners, paints, and coatings.  Are these chemicals subject to EPCRA §313 TRI release reporting? 

On November 16, 2016, EPA proposed to add an NPEs category to the TRI list of reportable chemicals (81 FR 80624).  The category would be a delimited category defined by a specific list of thirteen Chemical Abstract Service (CAS) numbers and names.  The proposed delimited list of chemicals included in the category is available in the proposed rule.
